PUBLIC HEARING:
1. Public Hearing on granting a Special Use Permit to “The Dessertist”. The applicant proposes to open a wholesale bakery in the building at the corner of Croton Point Avenue and Veterans Plaza.
ENVIRONMENTAL AND CONSISTENCY REVIEW OF HUDSON NATIONAL GOLF COURSE SPECIAL PERMIT APPLICATION FOR SOLAR ARRAY MATRIX PROPOSAL The Board will complete Part 2 of the SEQRA Environmental Impact form as well as complete the Consistency Review required under the Village’s Local Waterfront Revitalization Program (LWRP). The Board has received positive recommendations from the Planning Board and from the Waterfront Advisory Committee.
CORRESPONDENCE:
a. Memo from Daniel O’Conner, Village Engineer, regarding Building Permit Extension for 38 Nordica Drive. A six month extension is requested and recommended. No work has begun on the project although the building permit has been issued.
b. Email from Rose Cappa-Rotunno, President of The Event Department NY, regarding 2021 Westchester County Senior Hall of Fame Induction of Lindsay Audin. Resident Lindsay Audin was nominated for the County Hall of Fame and has been selected to be honored on December 3 at the Westchester County Senior Hall of Fame ceremony . Mr. Audin has been instrumental in the Village’s progress towards environmental energy savings and efficiencies and has allowed the Village to take advantage of various incentives available for such programs.
c. Invitations to Veterans Day Ceremonies from Town of Cortlandt and Fox-Eklof American Legion Post 505. The Croton Fox-Eklof Post will hold its ceremony at 11 am on November 11 at Four Corners. The Town will hold their ceremony at 1 pm the same day at the Morabito Community Center.
d. Draft letter and survey from Village Manager Bryan Healy regarding residential parking in Harmon. The Village is sending out a new survey to residents of Young and Hastings and/or residents of Benedict Blvd (2 surveys) to try to determine whether a residential parking system is warranted in these areas due to competition for on-street parking from railroad commuters.
e. Update on Fire Department Membership from Fire Council Secretary John Munson. Council Secretary Munson advises the Village on two changes in membership.
f. Letter from Kyle Kimball, ConEd Vice President of Government & Regional Community Affairs, regarding ConEd gas safety literature and PSA. This is part of an awareness campaign on what to do if you smell gas.
PROPOSED RESOLUTIONS:
a. Consider authorizing the Village Manager to execute the Memorandum of Agreement between the Village of Croton-on-Hudson and Local 456, International Brotherhood of Teamsters, covering the period June 1, 2021 — May 31, 2022.
b. Acknowledge receipt of a zoning text amendment petition for the North End Gateway District in conjunction with a development proposal for a mixed use building at 1380 Albany Post Road, determine that the petition is an Unlisted Action under SEQRA, declare the Board of Trustees’ intent to be lead agency under SEQRA and refer the petition and associated documents to the Village Planning Board and Westchester County Planning Department in accordance with law. The proposed development is in a O-1 district in the North End Gateway Overlay district.. The applicant seeks amendment to the Zoning code for this Gateway area that would permit mixed use by Special Permit and would allow various retail and business establishments as well as residential. This is the beginning of multiple step process to consider this application.
c. Consider the adoption of the new Employee Policy Manual dated October 2021. The 111-page policy was last updated in 2016. The Village was assisted by its Labor Counsel in developing the new document which concentrates on .The Teamsters Local 456 and Croton Police Association have reviewed and approved the new Employee Policy Manual,
d. Consider authorizing the Village Manager to accept the proposal from Peak Power Systems in the amount of $8,789.21 for generator maintenance services at Village buildings. Four (4) proposals were received ranging from Peak Power at $8,789.21 to a high of $24,727. DPW Superintendent Balbi recommends Peak Power Systems.
e. Consider authorizing the Village Treasurer to transfer money from the Capital Fund to the General Fund, and amend the 2021-2022 General Fund Budget and Capital Fund Budget in the amount of $549.92 for purchase of batteries to install on existing equipment. This money comes from the fund established for the accrual of monies from the solar array located at the DPW building.
f. Consider authorizing the Village Treasurer to make an interfund transfer in the amount of $5,609.71 to provide payment for the set-up items in the new Croton EMS ambulance. The new ambulance was acquired by the Village on October 29 from the vendor. Some final set-up items are required before putting it in service.
