Discussion regarding the collection of outstanding taxes from Farribank Homeowners among the four associated properties in the total amount of $153.22. The Village is considering waiving associated fees and penalties amounting to $579.88 which have accrued since 2002. Four housing units in two buildings were built at this location by the Croton Housing Network around 2001. A small parcel leading to the houses was set aside for parking. Farribanks is the association of the homeowners. The taxes due on the parcel in question have not been paid since 2002 and it is not clear the residents have known about that parcel being part of their responsibility.
Discussion about a proposed email policy for Village elected officials. Board members are being asked to consider a draft policy regarding use of government email for village-related business.

a. Dan O’Connor, Village Engineer; re: Request for a building permit extension for the homeowner of 68 Brook Street. Due to extenuating circumstances, the property owner has been unable to complete the work under this building permit and is requesting an extension to April 10, 2017. The work is for the roof structure on a commercial building. This is the second request for an extension of the permit.
b. Michael F. Lynch, Director of Historic Preservation, NYS Parks, Recreation; re: Notification that the Underhill-Acker House at 4 Hamilton Ave., Croton-on-Hudson, NY will be considered by the New York State Board of Historic Preservation at its next meeting on March 23, 2017 for nomination to the National and State Historic Registers of Historic Places. Comments from the Mayor or Board on whether or not the property should be nominated must be received by March 22, 2017. The criteria for designation applies to properties 50 years or older which are associated with events of significance in our history; are associated with lives of person significant in our past; embody distinctive characteristics of a type, period, method of construction; or are the work of a master; or embodies components that specially distinguish it, or have yielded or may yield information important in prehistory or history.
a. Authorizing the Village Manager to approve the proposal from John Meyer Consulting for engineering services in connection with work to the sidewalks, curbs and road of Farrington Road and Hunter Place in an amount not to exceed $50,000. These streets have been undergoing work for a long time which included sanitary sewer and water line replacement. John Mayer Consulting designed and supervised that work. In order to finish this long-running project by adding new road, curbs and sidewalk by the end of this summer, DPW Superintendent Balbi has recommended that John Meyer Consulting be hired to do the design work for completion. This resolution was approved at a work session on February 27 by 4-0-0 with Trustee Anderson absent.
Village Board of Trustees proposed to schedule a Public Hearing on the FY 2017-2018 Tentative Budget for Monday, March 27, 2017 at 8:00 pm in the Meeting Room of the Stanley H, Kellerhouse Municipal Building. The Tentative budget proposal from the Village Manager will be presented on March 20, 2017.
The Village Board of Trustees considers the cancellation of interest and penalties associated with Tax Parcel ID 078.08-003-068.00, known as the Farribank Homeowners, in the amount of $579.88, and proposes to have the tax bill of $153.22 paid for among the four associated properties in proportion with their assessments. See comments above from the earlier work session on this topic.
Authorizing the Village Manager to sign the agreement with the Holy Name of Mary Parish for the use of the parking lot near Vassallo Park through May 31, 2022 in the amount of $2,650 per year. The Village has had prior leases with the Parish and this is a 5-year renewal. The last was signed in 2007.
Authorizing the Village Treasurer to amend the 2016-2017 General fund Budget to reflect insurance recoveries in the amount of $13,567.32 in connection with damage to the Variable Frequency Drive (VFD) in Well #1 and Well #3 caused by an electrical issue. This is a budget housekeeping resolution to account for the receipt of insurance money for the above described damage.
The Village Board confirms its determination the Proposed Action, application for an amended special use permit from Hudson National Golf Club to construct a 12-room cottage building for overnight guests and a caddy storage building on their property located at 40 Arrowcrest Drive, complies with the policy standards nd conditions set forth in the Village’s LWRP. The Village Board will also consider the issuance of the Special Use Permit. The Village Board, Planning Board, WAC have been considering this application for several months. This represents the conclusion of the process.
The Village Board confirms its determination the Proposed Action, update to the Village’s Comprehensive Plan, complies with the policy standards and conditions set forth in the Village’s LWRP. This step will move the process of updating the Comprehensive Plan along. The Comp Plan committee is currently incorporating comments received and considered relevant to completing the update. At that time, it will come back to the board for final acceptance and approval.
The Village Board confirms its determination the Proposed Action, adoption of Local Law Introductory No. 7 of 2016, amending the Village’s zoning code regarding walls retaining walls, fences and accessory uses, complies with the policy standards and conditions set forth in the Village’s LWRP; and considers the adoption of the law. An update to the zoning code as it applies to fences, walls, etc. as listed above, has been requested by the Zoning Board of Appeals. After review by the Planning Board and Village Board, the amended law is now being given the final sign off if the Board agrees that it meets the requirements of the LWRP. If so, the law can also be voted on at this meeting.
